I did it earlier and it did clear out the two notifications that I had that were nothing. I read a while ago (and dont remember what happened when I tried it) that if you open the Task Manager and find Windows Explorer under Processes and then right-click it and hit Restart it will cause notifications to work again for a period of time. For a short time they will work again, and eventually they will get stuck on a number but not show anything new.
Right now, my notifications say there is one to read. Apparently, the "Microsoft Geniuses" on their web site don't have a clue either, but odds are super-high that if you rebooted that your invites would come in for a short time.

I have had it consistently since Windows 10 has been released, and have no idea what causes it. There is some problem with Windows 10 and notifications that causes notifications to stop working until you reboot. I shouldn't have to restart my PC every time a single app bugs out (Which is OFTEN) and seemingly unavoidable. It's a terrible experience, and needs to be rectified. Problem being, is that I like to play with randoms at a high skill range, and I have made some good friends on Xbox doing just this, and I am limited by this disparity between the Xbox App, and the Windows 10 notifications system. Typically, I play with friends though so I either send the invites or else I join on them from their profiles. I have a feeling this is a Windows 10 issue more so than just the Xbox App as Game Bar notifications don't appear for me either (again, until I reboot). I've forwarded ports, distributed manual MAC addresses to my PC in my Router's settings, enabled a Static IP as to make 100% sure the NAT was not my issue. I have obtained an Open (Cone) NAT which took what feels like a lifetime. (These two steps were what have worked in the past, and are not working now.) In the Xbox App, I have gone to Notifications and unchecked and rechecked every box. In Windows Settings ~ System ~ Notification Settings, I have unchecked and rechecked every box. However I would like for you to slam me with literally any information to make this God-Awful app function as it was intended to function. I have likely done everything you will suggest in this thread as troubleshooting.
I know no one has an answer to why I am not getting notifications of invites or LFG confirms.
